- In-Cash (X2: ในตารางงบประมาณ): ยอดเงินสดที่เอกชนโอนเข้าบัญชีโครงการ (ต้องสอดคล้องกับค่าต้นแบบ ค่าครุภัณฑ์ ค่าเดินทางต่างประเทศ และอื่นๆ ที่เอกชนรับผิดชอบ)
- In-Kind (X3: ในตารางงบประมาณ): ยอดตีมูลค่า (ค่าแรงพนักงานเอกชน, ค่าเสื่อมเครื่องจักร)
เกณฑ์การร่วมทุนของ หน่วยบริหารจัดการทุนด้านการเพิ่มความสามารถการแข่งขัน ตามขนาดนิติบุคคล และ TRL (อ้างอิงนิยาม SMEs ของสำนักงานส่งเสริมวิสาหกิจขนาดกลางและขนาดย่อม)
หมายเหตุ : ขึ้นอยู่กับนโยบายหน่วยบริหารจัดการทุนด้านการเพิ่มความสามารถการแข่งขัน
เกณฑ์การร่วมทุนสำหรับแผนงาน NQI
- ต้องมีการร่วมลงทุนทั้งในรูปแบบ in cash และ in kind จากหน่วยงานภาครัฐ รัฐวิสาหกิจ มหาวิทยาลัย หน่วยงานผู้รับทุน หรือการรวมกลุ่มภาคเอกชนหลายราย (Consortium) โดยต้องสนับสนุนงบประมาณในรูปแบบ in cash ไม่น้อยกว่า 10% ของงบประมาณโครงการทั้งหมด
- ในกรณีที่ผู้ร่วมลงทุนเป็นภาคเอกชน สัดส่วนการร่วมลงทุนจะเพิ่มขึ้นตามขนาดของบริษัท หากเป็นการรวมกลุ่มในลักษณะ Consortium ให้พิจารณาสัดส่วนการสนับสนุน in cash โดยอ้างอิงตามขนาดของบริษัทที่มีขนาดใหญ่ที่สุดในกลุ่ม เช่น หากกลุ่ม Consortium ประกอบด้วยบริษัทขนาด S, M และ L จะต้องสนับสนุนงบประมาณในรูปแบบ in cash ไม่น้อยกว่า 15% ของงบประมาณโครงการทั้งหมด
ในกรณีที่ผู้ขอรับทุนเป็นหน่วยงานของรัฐ และมีการขอรับการสนับสนุนครุภัณฑ์ หน่วยบริหารจัดการทุนด้านการเพิ่มความสามารถการแข่งขัน จะสนับสนุนค่าครุภัณฑ์ดังกล่าวในสัดส่วน 50% ทั้งนี้ ครุภัณฑ์ที่ได้รับการสนับสนุนจะต้องจัดตั้ง ณ หน่วยงานของรัฐที่หน่วยงานภาครัฐได้ใช้ประโยชน์เชิงพาณิชย์จากครุภัณฑ์ดังกล่าว

หน่วยบริหารจัดการทุนด้านการเพิ่มความสามารถการแข่งขัน (บพข.) สำนักงานเร่งรัดการวิจัยและนวัตกรรมเพื่อเพิ่มความสามารถการแข่งขันและการพัฒนาพื้นที่ (องค์การมหาชน) หรือ รวพ. เปิดรับข้อเสนอโครงการวิจัยฉบับสมบูรณ์ (Full Proposal) ประจำปีงบประมาณ 2570 รอบที่ 1 เพื่อสนับสนุนให้ข้อเสนอโครงการที่มีความพร้อมสูง สามารถเริ่มต้นต่อยอดนวัตกรรมร่วมกับผู้ประกอบการได้อย่างรวดเร็วและมีประสิทธิภาพสูงสุด โดยเปิดรับข้อเสนอโครงการใน 11 แผนงาน ได้แก่

- แผนงานพลังงาน เคมีและวัสดุชีวภาพ

About
Pursuant to the Royal Decree Establishing the Research and Innovation Acceleration Agency for Competitiveness and Area Development (Public Organization) B.E. 2568 (2025), a public organization shall be established, designated as the “Research and Innovation Acceleration Agency for Competitiveness and Area Development (Public Organization),” or abbreviated as “RCAD”
The organization shall comprise the following funding management units:
- Program Management Unit for Competitiveness (PMUC)
- Program Management Unit for Frontier Brainpower and Future Industries (PMUB)
- Program Management Unit for Area Based Development (PMUA)
- Program Management Unit for Arts, Knowledge, and Appropriate Technology Deployment (PMUD)
These units are mandated to unify research funding management, accelerate the practical application of research outcomes, and build national competitiveness. Consequently, the Program Management Units (PMUs) previously established under the Regulation of the National Higher Education, Science, Research and Innovation Policy Council regarding Program Management Units B.E. 2562 (2019) which were formerly legal entities under the Office of National Higher Education Science Research and Innovation Policy Council (NXPO), shall be transferred to be under RCAD, effective from January 1, 2026.
The head of the government agency shall be the “President of Research and Innovation Acceleration Agency for Competitiveness and Area Development.”
During the initial phase:
- The Governing Board of the Office of National Higher Education Science Research and Innovation Policy Council (NXPO Council) shall perform the duties of the RCAD Board.
- The Director of NXPO shall perform the duties of the President of RCAD until an official appointment is made.
- The existing Boards and Directors of the Program Management Units shall continue to perform their respective duties until new Boards and Directors for the Program Management Units are appointed.
PMUC is a research funding unit that manages research and innovation fund aimed at enhancing the national competitiveness by creating innovations that enable industries to develop high-value goods and services to enter the global market, facilitating collaboration between the public and private sectors in Thailand and from abroad, and encouraging joint investment from firms, ranging from SMEs to large corporates. The seven industrial sectors of focus are:
Functional ingredient and High Valued Agricultural Products and Health Foods
Emphasis is given to the development of innovation and high-value food and agricultural products such as functional ingredients, flavorings, natural extracts, healthy food products, as well as cold chain systems and machineries for the agriculture and food industry.
Health and Medicine
Focus is placed on the development of drugs, biopharmaceuticals, advanced therapeutic medicinal products (ATMPs), medical devices, cosmeceuticals, laboratories, scientific infrastructures, as well as standard-compliant facilities for manufacturing and testing of medical products for product registration.
Bioenergy, Biochemical and Biomaterials
Attention is given to the development of renewable energy, biofuels, bioplastics and biochemicals.
BCG for Creative Tourism
Emphasis is put on the management of tourism and creative economy, including wellness tourism, cultural heritage and natural heritage to support sustainable tourism.
Digital Platform
Focus is put on the development and application of digital technology and artificial intelligence (AI) to strengthen Thailand’s digital economy and competitiveness.
Circular Economy of Thailand
Support is directed to the development of technologies, innovations, business models, platforms and ecosystem to support the circular economy transformation.
Future Mobility and Railway
Attention is given to the development of electric vehicle, railway, aviation, robotics and automation industries.
Logistic
Development of transport infrastructure, regulations, and e-logistics systems for ports, railways, roads, and airports.
In addition, PMU-C also promotes industrial competitiveness through the following five enabling programs:
Global Partnership
Collaboration with foreign partners is a mechanism that can be employed to enhance the national competitiveness. The Global Partnership Program fosters international collaboration that helps facilitate the diffusion of knowledge and technology in areas essential to the national social and economic development, enabling the creation of useful innovation benefiting the economy and society and making Thailand less dependent on foreign technology. Collaboration with foreign partners can also accelerate the innovation development in Thai firms and offer an opportunity to introduce Thai goods and services to international markets.
Innovation Driven Enterprises (IDEs)
As the source of innovation and employment, the industrial sector plays a vital role in freeing Thailand from the middle-income trap and leading Thailand to become a high-income nation. It is necessary to build technological capacity of Thai enterprises so that they can be upgraded to innovation driven enterprises (IDEs) to fuel the economy and enable Thailand to achieve its goal. The Innovation Driven Enterprises (IDEs) Program aims at developing technological capacity of SMEs by facilitate the development of an intermediary and innovative network to establish a robust innovation ecosystem for Thai SMEs to evolve into IDEs.
National Quality Infrastructure
The National Quality Infrastructure Program aims at strengthening Thailand’s national quality infrastructure system to support Thai industry to manufacture high-quality products and services that meet the requirements of international markets.

เปิดตัวแพลตฟอร์ม XFAS ระบบให้บริการข้อมูลทางโดรนด้วย AI สัญชาติไทย
ผู้ช่วยศาสตราจารย์ ดร.วรรณรัช สันติอมรทัต ประธานคณะอนุกรรมการแผนงานกลุ่มดิจิทัลแพลตฟอร์ม หน่วยบริหารจัดการทุนด้านการเพิ่มความสามารถในการแข่งขันของประเทศ (บพข.) พร้อมด้วยคณะอนุกรรมการฯ และเจ้าหน้าที่ ร่วมเปิดตัวแพลตฟอร์ม XFAS (Everything Fast as Services) ให้บริการข้อมูลทางอากาศโดยใช้อากาศยานไร้คนขับ (โดรน) ที่พัฒนาขึ้นโดยคนไทย ในงาน “XFAS & Vilverin Demo Day” ณ อุทยานวิทยาศาสตร์ภาคตะวันออกเฉียงเหนือตอนล่าง มหาวิทยาลัยเทคโนโลยีสุรนารี เมื่อวันที่ 24 กันยายน 2566
XFAS (Everything Fast as Services) เป็นแพลตฟอร์มให้บริการเช่าระบบและข้อมูลดิจิตอลทางอากาศจากอากาศยานไร้คนขับแบบระบบสมาชิก (Subscription Service) มีทั้งแบบรายเดือนและรายปี ผู้ใช้บริการสามารถเช่าระบบอากาศยานไร้คนขับ และงานบริการการบินเก็บข้อมูลดิจิตอลทางอากาศ (ทั้งภาพถ่ายความละเอียด, 3D Point Clouds และภาพวิดีโอแบบ Real-Time) ซึ่งเหมาะกับ Startup หรือ SMEs ที่ยังไม่ต้องการลงทุนสูงและสร้างความคุ้นชินระบบก่อน โดยผู้ใช้บริการจะได้รับบริการผ่านแพลตฟอร์มพร้อมระบบชำระเงินแบบออนไลน์ และการแจ้งงานให้กับทีม Operation พร้อมการพัฒนาระบบศูนย์กลางข้อมูล (Data Center) และการให้บริการด้านปัญญาประดิษฐ์ในการตรวจจับสิ่งที่สนใจ หรือส่งข้อมูลไปที่แพลตฟอร์ม DroneBox ด้วยการเชื่อมต่อผ่าน API โดย DroneBox จะแจ้งเตือนผู้ใช้งานให้ทราบผ่านอีเมลเมื่อผลลัพธ์พร้อมใช้งาน แพลตฟอร์ม XFAS นั้นได้ถูกพัฒนาขึ้นโดยความร่วมมือระหว่าง บริษัท ไอครีเอทีฟซิสเตมส์ จำกัด (ICS) ผู้ร่วมพัฒนาโดรน Vilverin VL-340 บริษัท เอ๊กซ์ฟาส จำกัด (XFAS) ผู้ให้บริการแพลตฟอร์มบริการข้อมูลดิจิทัลทางอากาศ โดยมี ผศ.ดร.สุรเดช ตัญตรัยรัตน์ มหาวิทยาลัยเทคโนโลยีสุรนารี (มทส.) เป็นหัวหน้าโครงการ และ ผศ.ดร.ดวงเดือน อัศวสุธีรกุล มหาวิทยาลัยนเรศวร ร่วมกับบริษัท แมพพิเดียจำกัด ผู้พัฒนาแพลตฟอร์มประมวลผลภาพโดรนผ่านระบบคลาวด์ (DroneBox) ภายใต้การสนับสนุนทุนวิจัยและการผลักดันด้าน Business Model และเชื่อมโยง Ecosystem จากแผนงานกลุ่มดิจิทัลแพลตฟอร์ม บพข.
ผู้ช่วยศาสตราจารย์ ดร.วรรณรัช กล่าวว่า “โครงการนี้ บพข. ได้สนับสนุนทุนวิจัย Project Based ภายใต้แผนงานกลุ่มดิจิทัลแพลตฟอร์ม โดยได้มีการปรับ Business Model ใหม่ทั้งหมด ซึ่งทางคณะอนุกรรมการฯ ของเราได้เข้ามาช่วยในการติดต่อไปหาเงินลงทุนจากเอกชน เพื่อสร้าง Ecosystem ในอีกรูปแบบเพื่อผลักดันในงานวิจัยสามารถขยายผลไปสู่สเกลที่สูงขึ้น ก่อนที่จะนำไปสู่การลงทุนในรูปแบบของการผลิตแบบ Mass Production ที่ประสานกับกลุ่มอุตสาหกรรมของต่างประเทศ และจากความพยายามและความชำนาญเฉพาะตัวของทีมวิจัย มทส. ที่มีเป็นทุนเดิม ประกอบสิ่งที่เราผลักดันเพิ่ม ทำให้เกิดเป็นจิ๊กซอว์ที่ครบวงจร ทั้งในส่วนของ บริษัท ไอครีเอทีฟซิสเตมส์ จำกัด (ICS) จาก มทส. ที่ทำเครื่องผลิต UAV และโปรแกรมควบคุมการบิน บริษัท เอ๊กซ์ฟาส จำกัด (XFAS) ที่ให้บริการด้านอากาศยานอัตโนมัติกับลูกค้า และมี Dronebox แพลตฟอร์มประมวลผลภาพโดรนผ่านระบบคลาวด์ จากมหาวิทยาลัยนเรศวร ซึ่งเป็นอีกหนึ่งโครงการที่ได้รับทุนจากเรา และถือเป็นฟันเฟืองที่สำคัญที่เข้ามาเติมอีกส่วนในจิ๊กซอใหญ่ เพื่อทำ Backend AI Analytics ภาพถ่ายความละเอียดสูง ทำให้โครงการวิจัยสามารถ Scale Up ให้นวัตกรรมอากาศยานไร้คนขับก้าวไปสู่การพัฒนาในระดับที่สามารถออกสู่ตลาดได้จริง”
XFAS เกิดจากการต่อยอดขยายผลงานวิจัยของห้องปฏิบัติการ Autonomous Control and System Engineering ที่ได้พัฒนาอย่างต่อเนื่องมากกว่า 5 ปี ภายใต้ทุนสนับสนุนจากแผนงานกลุ่มดิจิทัลแพลตฟอร์ม บพข. และสำนักงานนวัตกรรมแห่งชาติ (องค์การมหาชน) (NIA) จนเกิดเป็นนวัตกรรมระบบอากาศยานไร้คนขับขึ้นลงทางดิ่ง รุ่น Vilverin VL340 โดยการพัฒนาร่วมกับบริษัทด้านอากาศยานไร้คนขับในประเทศ อาทิ บริษัท XtremeComposite จำกัด และบริษัท ไอครีเอทีฟซิสเตมส์ จำกัด โดยอากาศยานประเภทนี้เหมาะกับภารกิจที่ต้องการบินนานและไกล ซึ่งสามารถครอบคลุมพื้นที่ขนาดใหญ่ อาทิ การสำรวจแนวท่อก๊าซ การสำรวจสายส่งกำลังทางไฟฟ้า การสำรวจเหมืองขนาดใหญ่ การสำรวจรางรถ การสำรวจป่าและการประเมินคาร์บอนเครดิต และการทำแผนที่เมือง สำหรับโครงการ SmartCity เป็นต้น ปัจจุบัน Vilverin VL340 พร้อมที่จะเป็นผลิตภัณฑ์ออกสู่ตลาดในระดับ TRL7 ซึ่งยังต้องดำเนินการขยายผลผลิตภัณฑ์นี้ในรูปแบบของธุรกิจเชิงพาณิชย์ให้ออกไปสู่การใช้งานจริงในตลาดอุตสาหกรรมต่าง ๆ ดังนั้น การต่อยอดการขยายผลงานวิจัยครั้งนี้จึงทำให้นวัตกรรมอากาศยานไร้คนขับก้าวไปสู่การพัฒนาในระดับ TRL9 และออกสู่ตลาดด้วยแพลตฟอร์มกลางในชื่อ XFAS (Everything Fast as Services)
ในงานเปิดตัวครั้งนี้ ได้มีการสาธิตการใช้งานแพลตฟอร์มบริการข้อมูลดิจิทัลทางอากาศ XFAS ร่วมกับโดรน Vilverin VL-340 ในการสำรวจแผนที่ทางอากาศ การสำรวจอาคารสถานที่และบริเวณโดยรอบ และการสำรวจฟาร์มเซลล์แสงอาทิตย์เพื่อการซ่อมบำรุง แสดงให้เห็นถึงศักยภาพในการวิจัย พัฒนาและการผลิตโดรนและแพลตฟอร์มการให้บริการข้อมูลทางอากาศของประเทศไทย ซึ่งนับเป็นอีกก้าวหนึ่งของความสำเร็จในการพัฒนาขีดความสามารถในการแข่งขันของผู้ประกอบการไทยโดยการพัฒนาและต่อยอดผลงานวิจัยและนวัตกรรม โดยแพลตฟอร์มบริการข้อมูลดิจิทัลทางอากาศ XFAS เปิดให้บริการแล้วในหลากหลายแพ็กเกจ ราคาค่าบริการ 5,000 – 120,000 บาท ซึ่งครอบคลุมการให้บริการภาพถ่ายความละเอียดสูง แผนที่เมืองสามมิติ ทำแผนที่ป่าสามมิติ แผนที่การเติบโตของพืช โมเดลสิ่งก่อสร้างและประเมินปริมาตรกองสินค้า ผู้สนใจทดลองใช้งานแพลตฟอร์มบริการข้อมูลดิจิทัลทางอากาศ XFAS สามารถติดต่อสอบถามข้อมูลเพิ่มเติมได้ที่

ตราสัญลักษณ์ บพข.
ตราสัญลักษณ์ บพข.
บพข. ได้มีการปรับปรุงตราสัญลักษณ์ใหม่ขึ้นเมื่อปี 2564 เพื่อบ่งบอกอัตลักษณ์ที่สอดคล้องไปกับภารกิจของ บพข. ในการการสนับสนุนทุนวิจัยเพื่อเพิ่มความสามารถทางการแข่งขันของประเทศ โดยผลักดันให้เกิดการทำงานร่วมกันระหว่างภาครัฐและเอกชนทั้งในและต่างประเทศ ทำให้งานวิจัยสามารถนำไปใช้ประโยชน์ได้จริงในเชิงพาณิชย์
ความหมายของตราสัญลักษณ์ บพข.
ตราสัญลักษณ์ บพข. ประกอบด้วยพยัญชนะ “บ พ ข” ซึ่งเป็นอักษรย่อของชื่อ “หน่วยบริหารและจัดการทุนด้านการเพิ่มความสามารถนการแข่งขันของประเทศ” โดยด้านล่างของอักษรย่อ “บพข” มีชื่อเต็มของหน่วยงานระบุไว้เพื่อสร้างการจดจำชื่อของหน่วยงาน เนื่องจาก บพข. นั้นเป็นหน่วยงานให้ทุนใหม่ที่ถูกจัดตั้งขึ้นเมื่อปลายปี 2562 นอกจากนั้นตราสัญลักษณ์ บพข. ยังมีวงกลมสองวงที่สอดประสานกัน โดยที่สีของวงกลมหนึ่งวงเป็นสีส้มและอีกหนึ่งวงเป็นสีน้ำเงิน ซึ่ง รศ.ดร.ธงชัย สุวรรณสิชณน์ ผู้อำนวยการ บพข. ได้ให้ความหมายของตราสัญลักษณ์ บพข. ไว้ว่า “วงกลมสีส้มและสีน้ำเงินที่สอดประสานกันนั้นเปรียบเป็นการทำงานร่วมกันระหว่างภาครัฐและภาคเอกชน โดยที่นิยามให้สีส้มหมายถึงภาครัฐ และสีน้ำเงินหมายถึงภาคเอกชน ซึ่ง บพข. เป็นผู้เชื่อมโยงและผลักดันให้เกิดการทำงานร่วมกัน นอกจากนี้ วงกลมทั้งสองนั้นมีลักษณ์ที่เป็นวงกลมเปิด โดยมีจุดที่เป็นสีของอีกฝั่งแทรกอยู่ เปรียบถึงการเปิดโอกาสให้อีกฝ่ายได้ก้าวเข้ามาเป็นส่วนหนึ่งขององค์กร เพื่อให้เกิดความเชื่อมโยงกัน และทำงานขับเคลื่อนการพัฒนาประเทศร่วมกัน”
ข้อแนะนำการใช้ตราสัญลักษณ์ บพข.
ตราสัญลักษณ์ บพข. ได้ถูกทำขึ้น 2 รูปแบบ โดยมีทั้งภาษาไทยและภาษาอังกฤษ ประกอบด้วย ตราสัญลักษณ์ที่มีพื้นหลังสีส้มพร้อมตัวอักษรและวงกลมสีขาว และตราสัญลักษณ์ที่มีพื้นหลังสีขาวพร้อมดัวตัวอักษรสีน้ำเงินและวงกลมสีส้ม-น้ำเงิน เพื่อให้นำไปใช้กับงานเอกสารและงานออกแบบต่าง ๆ อย่างเหมาะสมและสวยงาม การใช้สัญลักษณ์ทั้ง 2 รูปแบบ บพข. อนุญาตให้ผู้นำไปใช้สามารถเลือกใช้ได้ทั้ง 2 แบบ ตามความเหมาะสมของงาน โดยกำหนดให้การใช้ตราสัญลักษณ์พื้นหลังสีส้ม ต้องคงไว้ในรูปแบบเดิม ห้ามมิให้เพิ่ม ลด หรือปรับเปลี่ยนสิ่งที่ปรากฏในตราสัญลักษณ์อย่างเด็ดขาด รวมทั้งให้คงไว้ซึ่งสัดส่วนของขนาดตราสัญลักษณ์ที่ถูกต้องดังเดิม สำหรับการใช้ตราสัญลักษณ์พื้นหลังสีขาว บพข. อนุโลมให้ผู้ใช้สามารถนำสีพื้นหลัง รวมทั้งกรอบเหลี่ยม และตัวอักษรขนาดเล็กที่ระบุชื่อเต็มของหน่วยงานออกได้ เหลือไว้เพียงสัญลักษณ์วงกลม 2 วง และอักษรย่อ “บพข” และสามารถปรับเปลี่ยนสีของวงกลมและตัวอักษรเป็น Monotone ที่เป็นสีขาว 100% หรือสีเทา 50% ได้ ในกรณีที่มีความจำเป็นต้องปรับรูปแบบเพื่อความสวยงาม เหมาะสมกับงาน แต่ต้องคงสัดส่วนของตราสัญลักษณ์ไว้ให้คงที่ ห้ามมิให้ตราสัญลักษณ์เกิดความบิดเบี้ยวไม่สมส่วนอย่างเด็ดขาด
สำหรับตำแหน่งในการจัดวางตราสัญลักษณ์ บพข. ไม่ได้มีข้อบังคับเรื่องตำแหน่งของการจัดวาง ผู้ใช้งานสามารถจัดวางได้ตามความเหมาะสม แต่จำเป็นต้องมีตราสัญลักษณ์ กระทรวงการอุดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรม (อว.) ควบคู่กับตราสัญลักษณ์ บพข. ด้วยทุกครั้ง (ดังตัวอย่างในภาพด้านล่าง) ยกเว้นในกรณีที่เป็นกิจกรรมที่กระทรวง อว. จัดขึ้น หรือเป็นงานร่วมกับหน่วยงานอื่น ๆ ที่มีการใช้ตราสัญลักษณ์ของกระทรวง อว. ในงานอยู่แล้ว และต้องคงองค์ประกอบของตราสัญลักษณ์ไว้อย่างสมบูรณ์ ไม่ตัด หรือวางซ้อนทับกับภาพ ข้อความ หรือตราสัญลักษณ์อื่น ๆ ทำให้บางส่วนขาดหาย และเกิดความสับสนหรือเข้าใจผิดแก่ผู้พบเห็น

Functional Ingredient and High Valued Agricultural Products and Health Foods
PMU-C aims to develop knowledge and innovation to create value to agricultural and food products.
The Agriculture and Food Program supports the development of novel products and processes for the agriculture and food industry and the advancement of technologies from laboratory to industry with the goal to introduce innovative products to both domestic and international markets. The scope includes the development of functional ingredients, natural extracts, healthy food products, cold chain systems, and machineries for the agriculture and food industry. Capacity building of business operators, researchers and technologists as well as the development of dynamic innovation ecosystem are also emphasized to enable an innovation-driven economy.

Health and Medicine
PMU-C aims to elevate health and medical industry and turn Thailand into the regional medical hub.
The COVID-19 pandemic has made a big impact to the public health and raised public awareness on the need to develop a healthy society. The Health and Medicine Program focuses on raising the capability of Thai health and wellness industry to be able to compete in the global market. The support is provided in the form of “matching fund” to encourage collaboration and joint investment from the industry in translational research and commercial production. The scope also includes an establishment of laboratories and pilot plant facilities in compliance with applicable standards to enable the development of medical innovations.

- Drugs, biopharmaceuticals, biosimilars, vaccines, cell therapy, targeted therapy, natural extract-based products and diagnostic assays with the focus on niche areas and aiming for the registration with the Thai FDA

Bioenergy, Biochemical and Biomaterials
PMU-C supports research in waste and biomass valorization, converting them into energy, chemicals and biomaterials.
Thailand is an agricultural-based economy with vast agricultural land and millions of people working in the farming sector. However, agricultural commodities are sold at low prices, resulting in a “more for less” production system. Research and innovation have potential to add substantial value to farm products and agricultural wastes by turning them into energy, chemicals and biomaterials, thus raising the competitiveness of the country. The Energy, Chemicals and Biomaterials Program supports research and development in waste and biomass valorization by fostering collaboration between universities and the industry and strengthening infrastructure such as upscaling production facilities and bioprocess pilot facilities.

PMU-C supports Thailand’s transformation into a digital economy with research and development in digital technology to enhance industrial competitiveness.
Digital technology has become indispensable in every aspect of our lives. Digital tools have been developed to support various applications such as market forecasting, productivity improvement in manufacturing, and disease diagnosis. In developed nations, sizable investments are made to develop digital technology and increase people’s digital literacy as a strategy to drive the economic growth and enhance the competitiveness. The Digital Platform Program supports the development and application of digital technology and artificial intelligence (AI) to support various operations ranging from SMEs to factories and even medical professionals and boost the competitiveness of Thai industry.

Circular Economy of Thailand
PMU-C aims to promote the circular economy.
The circular economy is a new economic model for sustainable development by maximizing the value of resources, eliminating waste and lowering pollution, especially greenhouse gas emissions. It can be achieved with the adoption of circular concept in the design of products, services, technologies and business models, the implementation of the 4R principle of reduce, repair, reuse and recycle, as well as the creation of a closed loop. Companies around the world are now embracing the circular concept to support environmental causes and, at the same time, expand their businesses into the circular economy. The Circular Economy Program supports the development of technology, innovation, value chain collaboration, platform and ecosystem to facilitate the transition into the circular economy which will contribute to sustainable economic growth and sustainability of resources and the environment.

Future Mobility, Robotics and Automation
PMU-C aims to build the foundation for the development of future mobility, robotics and automation.
The Future Transportation, Robotics and Automation Program supports research and capacity building of Thai industry to manufacture commercial products for replacing imports. The scope includes electric vehicles, railway system and aviation.

- Next-generation automotive such as electric bus, electric trucks, electric motorcycles, electric boats, EV parts, modified electric trucks, battery, charging stations and autonomous cars
- Railway system such as light rail, passenger trains and train parts
- Drone and aviation such as unmanned aerial vehicles (UAVs) and logistics management of UAV

Technology Localization
PMU-C uses technology localization as a strategy to develop and enhance the competitiveness of target industries and build a strong foundation for economic development.
The Technology Localization Program enables the adaptation of foreign technologies from TRL5 and beyond to local conditions – technological capacity, industrial processes, consumers’ needs and standards compliance – in Thailand. The program aims to accelerate the development of advanced technology to support innovative businesses by way of adapting foreign technologies to suit local users and local business models via technology testing, data collection and market study. Emphasis is given to large-scale projects or projects with high economic impacts. The program will strengthen Thailand’s research, development and innovation (RDI) capability, improve the competitiveness, engage strategic alliances in the co-development process, and transform Thai industry from OEM (Original Equipment Manufacturing) to ODM (Original Design Manufacturing). It is expected to deliver technologies that are ready for commercialization in Thailand.

- Future transportation: next generation automotive, railway, aviation and logistics
- Robotics and automation: industrial robots and automated manufacturing
- Food: high-value food products and functional ingredients, quality preservation and value addition of agricultural and food products
- Health and medicine: drugs, biopharmaceuticals, cell therapy, diagnostic test kits, non-in vitro diagnostic devices and nutraceuticals
- Energy and biomaterials: energy efficiency improvement and final energy consumption reduction, energy storage, connected vehicle and smart grid

Deep Science & Technology Accelerator Platform
PMU-C aims to reinvent Thai universities by supporting an accelerator platform to push deep science and technology research to market.
Universities have the capacity and talent to perform deep science and technology research that can be further developed into innovations, products and services to build successful businesses. Support systems such as IP management and business incubation center also place universities in an advantageous position to move technology from lab to market. Recognizing the potential of universities to bring research to market, PMU-C supports the development of the Deep Science & Technology Accelerator Platform, focusing on the development of infrastructure and innovation ecosystem that will help research make the leap from lab to market, thus elevating overall competitiveness of Thai enterprises.

Public Private Partnership – Innovation Driven Enterprise (PPP-IDE)
PMU-C forges collaboration and networking between the government and private sector to turn high-tech research and development into value-added products and services.
As the source of innovation and employment, the industrial sector plays a vital role in freeing Thailand from the middle-income trap and leading Thailand to become a high-income nation by 2036 – the goal set in Thailand’s 20-Year National Strategy. It is necessary to build technological capacity of Thai enterprises so that they can be upgraded to innovation driven enterprises (IDEs) to fuel the economy and enable Thailand to achieve its goal. At present, only a small number of enterprises engage in research and innovation. Half of the research spending comes from 15 large and multinational companies. Meanwhile, Thai SMEs are unable to engage in research due to the lack of knowledge, personnel and funding, thus losing the competitive advantage to their international competitors. The government can help resolve this situation by linking SMEs to potential customers and helping them get access to knowledge and technology from larger enterprises in the value chain.
The Public Private Partnership – Innovation Driven Enterprise (PPP-IDEs) Program aims at developing technological capacity of SMEs by connecting them to potential clients – public or private organizations – and enabling them to develop products and services meeting customers’ requirements. The program also promotes the knowledge and technology diffusion from large enterprises to smaller ones in the value chain, thus strengthening the entire industry.

Global Partnership
PMU-C employs international collaboration as a strategy to raise the capacity of Thai academia and industry.
Collaboration with foreign partners is a mechanism that can be employed to enhance the national competitiveness. The Global Partnership Program fosters the linkage between Thai researchers/entrepreneurs and their foreign counterparts that will facilitate the diffusion of knowledge and technology and introduce new business opportunities in areas essential to the national social and economic development. The program helps strengthen the capability of Thai researchers and businesses, enabling Thailand to become more self-reliant in term of technology. Collaboration with foreign partners can also accelerate the innovation development in Thai firms and offer an opportunity to introduce Thai goods and services to international markets.

National Quality Infrastructure
PMU-C supports the development of national quality infrastructure to encourage industrial development and facilitate global trade for Thai industry.
Highly competitive markets, technological disruption and new requirements of consumers are among factors that set new quality standards. It is therefore imperative to ensure that the national quality infrastructure is competent and easily accessible, as well as keeps abreast of new standards in order to support Thai industry to manufacture high-quality products and services to compete in the global market. The National Quality Infrastructure Program aims at strengthening Thailand’s quality infrastructure system to provide product quality assessment and certification in accordance with international standards. The scope includes an upgrade of testing laboratories, investment in necessary scientific equipment, implementation of a quality assurance program and human resource development.

Functional ingredient and High Valued Agricultural Products and Health Foods
PMU-C aims to develop knowledge and innovation to create value to agricultural and food products.
The Agriculture and Food Program supports the development of novel products and processes for the agriculture and food industry and the advancement of technologies from laboratory to industry with the goal to introduce innovative products to both domestic and international markets. The scope includes the development of functional ingredients, natural extracts, healthy food products, cold chain systems, and machineries for the agriculture and food industry. Capacity building of business operators, researchers and technologists as well as the development of dynamic innovation ecosystem are also emphasized to enable an innovation-driven economy.

- Production of health and functional food products meeting the market demand by employing advanced technologies
- Development of biological processes for the production of food ingredients and natural products, upcycling of agricultural and agro-industrial wastes, and circular agricultural and food production

Vision & Mission
PMU-C has a mission to administer research fund to enhance the nation’s competitiveness by fostering collaboration between the public and private sectors in Thailand and from abroad and advancing research outputs to market.
Strategic Goal
To create a sustainable and balanced development by utilizing biological and cultural capitals in the manufacturing and service businesses to create economic value with the focus on Thailand’s strategic sectors, namely agriculture, food, medicine, energy and tourism, as well as promoting technology uptake in SMEs to achieve higher value goods and services through collaborations between the public and private sectors in Thailand and from abroad.

- Develop projects that will lead to new businesses of superior quality and higher value
- Support the development of standards and national quality infrastructure (NQI) to certify and build consumer confidence in innovative products
- Employ engineering design and information technology to expedite the research commercialization process
- Utilize biological and cultural capitals in the manufacturing and service sectors and increase waste utilization to support the circular economy
Funding and Collaboration
In advanced nations, the R&D trend is leaning towards disruptive technology and making improvement on current technologies to align with the new economies – the creative economy and sharing economy. Furthermore, the R&D investment is jointly contributed by the government, industry and academia within the country or from overseas. These practices enable technology and innovation to progress rapidly, thus raising the nation’s competitiveness.
Thailand 4.0 policy sets the target to free the country from the middle-income trap and become an innovation-driven economy. To realize this vision, Thailand needs to strengthen its competitiveness which is the primary mission of PMU-C. “Research and Innovation for Competitiveness Enhancement Platform” engages stakeholders in the development, planning, implementation and evaluation processes as a strategy to enrich an innovation ecosystem and strengthen infrastructure in order to underpin the creation and transfer of knowledge and technology for competitiveness enhancement and sustainable economic growth.
Funding criteria
Funding criteria set by PMU-C Executive Board are as follows:
Screening
- Proposals must have clear objectives that are in line with PMU-C’s program.
- Proposals must have industry participation with no less than 10% cash contribution and no less than 10% in-kind contribution.
- Proposals must be at TRL4 stage or above.
- Principal investigators must be knowledgeable in the field of proposed studies and have a reasonable level of responsibility.
Technical Review
Proposals are reviewed by no less than three selected experts to assess scientific merit, viability and utilization.
Program Board
- A program board has been established for each funding program with an authority given by PMU-C Executive Board to approve proposals requesting less than THB 10 million fund per project from PMU-C. The board consists of experts with equal representation of the government, academia and industry.
- Bringing research to commercialization requires substantial investment, and therefore projects of this kind can be expensive and involve enterprises as grant recipients. Proposals requesting more than THB 30 million fund per project from PMU-C are subject to an addition step to assess impact and business viability, to ensure that promised outputs and outcomes can be delivered and enterprises obtaining funding will be successful in moving research to market.
Monitoring and Evaluation
PMU-C has published a project management manual on its website to help grant recipients manage grants after being awarded. Grant recipients are entrusted to manage the fund according to the regulations and with prudence and transparency.
Each approved project will undergo the monitoring process under the supervision of the program board to ensure that the project proceeds as planned and problems arising can be resolved in a timely manner. The process consists of progress reports, site visits and meetings.
Once the project is completed, the results will be analyzed and brought to the attention of the program board to provide recommendations for future development.

เกี่ยวกับเรา
ตามพระราชกฤษฏีกาจัดตั้งสำนักงานเร่งรัดการวิจัยและนวัตกรรมเพื่อเพิ่มความสามารถการแข่งขันและการพัฒนาพื้นที่ (องค์การมหาชน) พ.ศ. 2568 ให้จัดตั้งองค์การมหาชนขึ้น เรียกว่า “สำนักงานเร่งรัดการวิจัยและนวัตกรรมเพื่อเพิ่มความสามารถการแข่งขันและการพัฒนาพื้นที่ (องค์การมหาชน)” เรียกโดยย่อว่า “รวพ.” และให้มีหน่วยบริหารจัดการทุนด้านต่าง ๆ ประกอบไปด้วย
1) หน่วยบริหารจัดการทุนด้านการเพิ่มความสามารถการแข่งขัน
2) หน่วยบริหารจัดการทุนด้านการพัฒนาพื้นที่
3) หน่วยบริหารจัดการทุนด้านเทคโนโลยีและนวัตกรรมเพื่ออุตสาหกรรมแห่งอนาคต
4) หน่วยบริหารจัดการทุนด้านการนำศิลปกรรม วิทยาการ และเทคโนโลยีที่เหมาะสมไปใช้ประโยชน์
ซึ่งมีหน้าที่บริหารจัดการทุนวิจัยให้เป็นเอกภาพ เร่งรัดการนำผลงานวิจัยไปใช้ประโยชน์จริง สร้างขีดความสามารถในการแข่งขันของประเทศ มีผลทำให้หน่วยบริหารและจัดการทุนที่จัดตั้งขึ้นตามข้อบังคับคณะกรรมการอำนวยการสำนักงานสภานโยบายการอุดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรมแห่งชาติ ว่าด้วยหน่วยบริหารและจัดการทุน พ.ศ. 2562 ได้แก่ (1) หน่วยบริหารและจัดการทุนด้านการเพิ่มความสามารถในการแข่งขันของประเทศ (บพข.) หน่วยบริหารและจัดการทุนด้านการพัฒนากำลังคน และทุนด้านการพัฒนาสถาบันอุดมศึกษา การวิจัยและการสร้างนวัตกรรม (บพค.) และ (3) หน่วยบริหารและจัดการทุนด้านการพัฒนาระดับพื้นที่ (บพท.) จากเดิมอยู่ภายใต้นิติบุคคลของ สอวช. ได้โอนย้ายไปอยู่ภายใต้ รวพ. โดยมีผลตั้งแต่วันที่ 1 มกราคม 2569 โดยมีหัวหน้าส่วนราชการ เป็น “ผู้อำนวยการสำนักงานเร่งรัดการวิจัยและนวัตกรรมเพื่อเพิ่มความสามารถการแข่งขันและการพัฒนาพื้นที่” โดยในวาระเริ่มแรกกำหนดให้คณะกรรมการอำนวยการสำนักงานสภานโยบายการอดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรมแห่งชาติ (กอวช.) ปฏิบัติหน้าที่คณะกรรมการ รวพ. และให้ผู้อำนวยการ สอวช. ปฎิบัติหน้าที่ผู้อำนวยการ รวพ. ไปพลางก่อนจนกว่าจะมีการแต่งตั้งคณะกรรมการ รวพ. และผู้อำนวยการ รวพ. โดยมีคณะกรรมการหน่วยบริหารและจัดการทุนและผู้อำนวยการหน่วยบริหารและจัดการทุนปฏิบัติหน้าที่ไปพลางก่อนจนกว่าจะมีการแต่งตั้งคณะกรรมการหน่วยบริหารและจัดการทุนและผู้อำนวยการหน่วยบริหารและจัดการทุน
กลุ่มทุนวิจัยเพื่อเพิ่มความสามารถในการแข่งขันของประเทศ
หน่วยบริหารจัดการทุนด้านการเพิ่มความสามารถการแข่งขัน จัดสรรทุนวิจัยและสร้างนวัตกรรมเพื่อเพิ่มความสามารถในการแข่งขันของภาคการผลิตและภาคบริการ รวมถึงสนับสนุนการถ่ายทอดเทคโนโลยี การสร้างตลาดนวัตกรรม การส่งเสริมการใช้ประโยชน์ผลงานวิจัยและนวัตกรรมในเชิงพาณิชย์
เพื่อยกระดับขีดความสามารถในการแข่งขันของประเทศด้วยวิจัยและพัฒนานวัตกรรม ทั้งนี้ การให้ทุนดังกล่าวมุ่งเน้นการสนับสนุนแผนงานที่มีความร่วมมือหรือการร่วมลงทุนกับผู้ใช้ประโยชน์ อาทิ SMEs และภาคอุตสาหกรรม โดยแบ่งออกเป็น 8 กลุ่ม หลัก ได้แก่
สนับสนุนการพัฒนาผลิตภัณฑ์เชิงพาณิชย์มูลค่าสูง ได้แก่ ส่วนประกอบฟังก์ชัน (Functional Ingredients)
และสารสกัดจากธรรมชาติ ผลิตภัณฑ์อาหารสุขภาพ รวมทั้งการพัฒนาระบบและมาตรฐานห่วงโซ่ความเย็น (Cold Chain) และเครื่องจักรสำหรับการผลิตอาหารแปรรูปด้วยเทคโนโลยีใหม่
และสารสกัดจากธรรมชาติ ผลิตภัณฑ์อาหารสุขภาพ รวมทั้งการพัฒนาระบบและมาตรฐานห่วงโซ่ความเย็น (Cold Chain) และเครื่องจักรสำหรับการผลิตอาหารแปรรูปด้วยเทคโนโลยีใหม่
การพัฒนา ชีววัตถุ เซลล์บำบัด เครื่องมือและอุปกรณ์การแพทย์ และระบบผลิตทดสอบมาตรฐานผลิตภัณฑ์ทางการแพทย์เพื่อการขึ้นทะเบียน
การพัฒนาพลังงานทดแทน เชื้อเพลิงชีวภาพ พลาสติกชีวภาพ และสารเคมีชีวภาพ
การจัดการท่องเที่ยวและเศรษฐกิจสร้างสรรค์ การท่องเที่ยวเชิงสุขภาพและจัดการมรดกทางวัฒนธรรม และมรดกทางธรรมชาติของประเทศไทยให้เป็นทรัพยากรทางการท่องเที่ยวตามแนวทางที่เป็นสากล
สนับสนุนงานวิจัยและพัฒนานวัตกรรมทางด้านดิจิทัล ปัญญาประดิษฐ์ อิเล็กทรอนิกส์อัจฉริยะ หุ่นยนต์และระบบอัตโนมัติ (Digital, AI, Smart Electronics, Robotics, and Automations for Productivity and Self-Reliance)
สนับสนุนเทคโนโลยีและนวัตกรรม แพลตฟอร์มการพัฒนาธุรกิจรูปแบบความร่วมมือใน Value Chain ที่เกี่ยวข้องและสนับสนุนเศรษฐกิจหมุนเวียน
การพัฒนาอุตสาหกรรมกลุ่มยานยนต์ไฟฟ้า ระบบราง การบิน หุ่นยนต์และระบบอัตโนมัติ
สร้างความพร้อมด้านนวัตกรรมโลจิสติกส์ในประเทศ ความเป็นมาตรฐานเพื่อเพิ่มโอกาสการใช้ประโยชน์โครงสร้างพื้นฐานที่มีการเชื่อมต่อเส้นทางเครือข่ายโลจิสติกส์ เพิ่มสัดส่วนการขนส่งทางราง และการเปลี่ยนถ่ายที่ต่อเนื่องราบรื่น
