PMUC with 9 universities to provide support in infrastructure development for the country’s high-value food industry, aiming to strengthen the capability of entrepreneurs and communities. It is a long-term budget allocation from the government to meet user requirements, support new product creation, provide more targeted problem solving assistance for the manufacturing sector, and enhance competitiveness of the private sector in the areas of production and export, by leveraging modern technologies and innovations.

Program Management Unit for Competitiveness (PMUC), via the High-value Food Program, aims to drive investment in quality infrastructure, especially supporting the effort to drive high-value agricultural and food product industries in order to support the demands of the highly competitive market. To be able to bring new products to the market, new rules and regulations must be established, and new certification processes and prototype production plants and equipment must be in place to support production of new innovative products, which respond to consumers’ needs. It is thus the responsibility of the government to invest in expanding new scopes in providing standards and certification services, supporting access to prototype machinery and equipment, as well as ensuring the availability of specialized experts to provide technical advice and assistance to businesses and manufacturers. This will help to keep the country’s industry abreast of the rapid changes in technology landscape. Currently, the private sector and entrepreneurs still face problems in accessing services, whether it be research for practical investment, developing prototype laboratories and equipment, accessing available testing services for agricultural equipment and scientific instruments in order to obtain product certification according to international standards, as well as having access to properly trained personnel, who are proficient in production processes and in providing various testing services that meet the users’ needs, etc. To that end, PMUC has funded several research projects to develop agro-industrial infrastructure, and has visited to see the progress of several projects and has provided services to the private sector in various fields.
